This problem is very odd. When scrolling in the task manager, the icon tray icon shows the expected blue dot.* I have tried stopping and restarting the synaptics SynTPEnh.exe process - but this doesn't seem to It happens without any reason and I've not been able to find a fix for more than a year. This has been a problem since I installed windows updates.
But if I add a line to the opened document then the scrolling returns to normal - even in IE.
